June 21, 2007: Growing up on her
family’s farm in Boyds, Maryland, Elizabeth “Libby” Hough Van Winkle
quickly learned that as the only girl among her three brothers, she
had to stand up for the things she believed in. Throughout her life
she became devoted to supporting the things that were most important
to her.
This devotion led to a strong commitment of helping children,
especially those who had no one else they could depend on. Although
she was busy taking care of her two children and running her own
business, Libby decided to become a foster parent.
“She always freely gave her time and talent to serve the causes which
were dear to her heart,” says Hammet and Jeri Hough, Libby’s parents.
“When she became a foster parent, Libby knew that her commitment would
make a profound difference in the life of a child.” The Houghs say
that being a foster parent was one of the most gratifying experiences
for Libby. “She found it very rewarding to see the impact of a loving,
caring home upon these young lives.”
When Libby died in January 2007, Hammet and Jeri Hough wanted to honor
their daughter’s dedication to foster children by creating The
Libby Hough Van Winkle Foster Children’s Fund at The Community
Foundation of Frederick County. The Fund will provide support for the
special or unique needs of children in foster care not met through
traditional outlets.
“This fund will ensure that the work Libby did to better the lives of
children continues in her name,” say Libby’s parents, “and we are
pleased to honor her memory in a way that will benefit the foster care
community.”
Grant applications from nonprofit organizations or civic groups
working with children in foster care and their foster families will be
accepted during the Community Foundation’s FY08 grant season which
runs August 15 through October 1, 2007. Additional information will be

Since 1986, the Community Foundation has been weaving the fabric of a
better community by transforming the unique charitable dreams of
individuals, families and organizations into the reality of charitable
funds supporting a range of worthy causes in the community. Over
one-fourth of the funds held by the Community Foundation honor the
memories of deceased loved ones by continuing to touch lives in
meaningful ways in their names. To date, the Community Foundation has
provided more than $15 million in grants and scholarships.
Contributions to The Libby Hough Van Winkle Foster Children’s Fund
are accepted at any time in any amount. Checks may be made payable to
The Community Foundation of Frederick County, at 312 East Church
Street, Frederick, MD 21701, with the Fund’s name inserted in the
